Default Some differences between Hurricane Wilma and Katrina

How come there is widespread looting in Cancun after Wilma? It certainly has nothing to do with preparedness. There were soldiers all over the streets there in preparation. Yet the same exact hurricane hits Florida and so far no looting? Yet some said this had something to do with people being poor when it was Katrina in NO. Are there no poor people in the gulf coast of Florida?

This has nothing to do with people being poor and everything to do with the cities of New Orleans and Cancun having a greater population of criminals and people with no moral character than Florida. And the fact that some couldn't make excuses fast enough for the bad behavior of others.

This has nothing to do with people being poor and everything to do with the cities of New Orleans and Cancun having a greater population of criminals and people with no moral character than Florida. And the fact that some couldn't make excuses fast enough for the bad behavior of others.

You have to take into account the corruption of the Mexican govt that is great. With that said what does that say about the US govt corruption. I was once told that corruption starts from the top and tickles down to the bottoms. This is especially true in Latin American countries, but it isn't expect by the US b/c ppl but such high standard in morals, but i guess we all that isn't true.

Florida saw what happen in Katerina and was able to stop it, it had the resources to stop it. Mexico doesn't b/c it doesn't have to well trained troops or officer (not to mention the salaries) to stop widespread looting

What does government corruption have to do with looting? Are government officials forcing them to steal? Are the police putting guns to their heads forcing them to break into stores? There were fewer troops on the ground in Florida than in either LA or Mexico, yet looting was minimal at most. It speaks to character, not government.

because BUSH JEB is in charge in Florida while New Orleans is where Al-Qeada in USA is based that's why no shelter was needed first 4 days other then military to protect NON Al-Qaeda people in better neighborhoods there...

It has everything to do with looting, how are ppl going to live honest live when there own poltical leaders they elect don't do the same. If ppl know the police are corrupt, poorly paid, and trained then they will feel more incline to think they can get away by stealing. You can't compare American police or army training or salaries to Mexican salaries and training. Another thing is that Cancun is major city with 1 million + ppl in specific area and the area that was hit by Florida only was had acouple densily populated areas so it is easier to police since you have fewer ppl and most are small populated centers. It not a matter of morals it a matter of a policing presances

That excuse doesn't hold because Florida had a minimal police presence. If it had to do with that there would have been widespread looting, there was not. In terms of corruption, China has one of the most corrupt forces in the world. Haven't seen much looting there. Same with Indonesia. But that is all besides the point. You don't commit crimes solely because you can get away with it unless you lack moral fiber to begin with. If a corrupt force means to someone "well gee, guess I can steal and get away with it so I might as well." Then that person has no morals to begin with.

Cancun is a tourist resort. The wealth disparity between the resorts and the average Mexicans who live nearby is astounding. When the barriers that normally separate them come down, you're going to get looting.

Florida is wealthier and the divide not quite so stark, so less looting.

My theory, anyway. There could also be other factors, such as Florida reasserted authority faster, or police and National Guard troops didn't leave in the first place.

Florida doesn't have mininal police presance when you look at density which is the most important statistic. In China and Indonesia ppl are afraid of the police b/c the police aren't afraid to shoot you and wouldn't face consequences, the same is not said in Mexico. Another reason for the minium amount of looting is that the place that were hit in florida are small town. Most small towns are have mechinical solidarty (oppose to cities which are have organic solidarty), this mean ppl value and know their neighbors much better than in large city, they actually feel bad by raiding Mr. Jones' business.
