Paragraph 24 of the Indictment describes Libby telling Judith Miller again on July 12, 2003 that Plame was a CIA agent (apparently Judy Miller has a faulty memory and could not hold the thought in her head).
So who outed Valerie Plame? Libby and Rove.
How about this from Fitzgerald's press conference:
Valerie Wilson's cover was blown in July 2003. The first sign of that cover being blown was when Mr. Novak published a column on July 14th, 2003.
But Mr. Novak was not the first reporter to be told that Wilson's wife, Valerie Wilson, Ambassador Wilson's wife Valerie, worked at the CIA. Several other reporters were told.
In fact, Mr. Libby was the first official known to have told a reporter when he talked to Judith Miller in June of 2003 about Valerie Wilson.

Then someone needs to investigate why these two reporters are giving inconsitent stories:
From Judith Miller: "In response to questioning by Special Counsel Patrick Fitzgerald,
Miller replied that she "didn't think" she heard Plame's name from Cheney's aide, I. Lewis "Scooter" Libby.
"I said I believed the information came from another source, whom I could not recall," Miller wrote, recounting her testimony for an article that the newspaper posted on its Web site Saturday afternoon.

From Matthew Cooper: "Cooper writes that, like Rove,
Libby never used Plame’s name or indicated that her status was covert and he never told Cooper that he had heard about Plame from other reporters, as some press accounts have indicated. On background, Cooper had asked Libby if he had heard anything about Wilson’s wife sending him to Niger. Libby answered with words to the effect of “Yeah, I’ve heard that too.”
So....per Cooper, Cooper was the one who asked Libby if he'd heard anything about it.

Additionally, Tim Russert has stated that Libby never told him the name or discussed Plame either.
PLUS.....if any of this proved that Libby "outed" Plame, Libby would have been indicted for that. He was not.
