So this seems like it is nice to get some clarity for the military from the DOD. (only this should have be done a year ago). But the directive exempts non DOD functions and allows for DOD prisoners to be transferred to other agencies.
So basically, the CIA can still abuse anyone they want, and the DOD can transfer anyone they want to the CIA to get abused. This "loophole" basically makes this little more than a PR stunt. It does not ensure or outlaw the abuse of prisoners by the USA.
The senate still needs to pass their bill in order to prevent the Bush Administration from claiming there is no law against the US torturing people, and argueing that there should be no law against the US torturing anyone they claim is an enemy combatant, although we don't do it.
How about the President issue this directive for the entire government.
