I find it very odd indeed. But then I remembered that Yushchenko was voted out of office several weeks ago. So why would President Obama meet with the former president of the Ukraine?

A quick google search shows no mention of the former president of the Ukraine in the US.

Then there is the source. A blog. Not a news blog. Blogspot, where any idiot is free to fully express their idiocy in all it's glory, free to shout it from the rooftops as the source in the OP has.

So then I go to the source of the photo. It is not from when the president met with Lugar. It is from last year. Ample evidence the source in the OP is made up bull(*)(*)(*)(*).

Does the reflexive outrage of the right know no bounds? Is it okay in their little minds to simply make (*)(*)(*)(*) up in an effort to paint the president in a poor light. My god folks, take the guy to task on his policies, but stuff like this is simply stupid and petty.
