Of course they didn't, no open threats there. Your inference does not equal open threat. Unless you are spokesperson for the Vietnamese government, all we have is YOUR (inherently biased) interpretation of what is and isn't a threat. The US and the Soviets traded nuclear tests tit for tat many times, those weren't threats either.

In any event, for the second time, an attack does not equal a nuclear attack. I concede an attack is possible, do not concede nuclear attack. I hope it sinks in better the second time you read it. An attack would be to rid themselves of nukes.
