There is a difference between authorizing force and wanting to go to war. If I was a senator I would have authorized force while being against the war since Iraq was brought up. Before the Vietnam war a president didn't need authorization to go to war. I think it is a presidents constitutional power to go to war without the approval of congress. If a president doesn't have the authority to invade without approval, they have no legitimacy if they make threats to invade. Partly due to congress authorizing force, Iraq bowed down and let inspectors in. Once they let the inspectors in, we should have listened to their results and backed down.

Who else does he intend to attack, in our name, regardless of what our intelligence agencies say they are (or are not) doing?

This pre-emption is being taken a bit too far - get them, not just before they attack us, but before we even have any intelligence that suggest that they are aware of our existence! Sounds like Llap Goch to me...

Had Saddam cooperated with inspectors, Bush could not have invaded. Regardless of whether or not Cheney wanted to invade. Bush is a President, not a King. Congress could have stopped him in any number of ways. By refusing to do so, they gave their consent (and our consent by proxy).
