Resurrecting a vision shared by Reagan and Gorbachev
Some of the conclusions that resulted from a conference at the Hoover Institute:
"Authored by George Schultz, William Perry, Sam Nunn and Henry Kissinger and endorsed by sixteen other prominent conservatives, they assert that its Cold War victory has transformed the U.S. nuclear weapons inventory into a provocation that is accelerating the acquisition of nuclear weapons by lesser powers and nonstate actors beyond the ability of the U.S. and the international nonproliferation machinery to contain. Avoiding a nuclear catastrophe requires the U.S. to start "intensive work with leaders of the countries in possession of nuclear weapons to turn the goal of of a world w/o nuclear weapons into a joint enterprise. The statement then lists a series of agreed and urgent steps that would lay the groundwork for a world free of nuclear threat."
What is the Bush Administration doing? It plans a 100 Billion upgrade of its warheads with the testing of the new designs requiring it to violate the nuclear test ban treaty. How seriously can Iran listen to U.S. admonitions with this example?
