Beyond that they need to be ultra-careful about watching their own behavior (learning from the same Pub mistakes that led to their majority). They've already angered the American people by promising an end to the "culture of corruption" only to embrace the same old-same old lobbyist courtships.
With that already counting against them, I don't believe they can afford to take anything with even the appearance of partisan strategy.
