I think the congressman is a bit off. There are neighborhoods I would not enter in Detroit... but despite gang violence, there are relatively few things along the order of suicide bombings...
I do find the comparison interesting. I think what is going on in Iraq is similar dynamically to what goes on in our inner cities... but despite gang violence in our inner cities... I've yet to hear of any gangs having organized warfare against the government and police. Gangs exist for profit and comradery when it comes down to it and use violence to increase power and defend themselves. Certainly some of that is occurring in Iraq...
But in Iraq there are also organized groups with political goals, where battling the government and slaughtering others is part of the objective rather than a means to it. That's why there aren't suicide bombers in Detroit.
