Where does it say that in your article? Are you sure July of 2000? That would have been when Bill Clinton was still president. It must be a mistake on your part, because I would be shocked if you were trying to condemn BC here instead of George W. Bush.

That was my own question dove-tailed in with the article.

You are correct, I meant July of '01, not '00. Thanks for pointing that out.
