This is probably much less than it appears. Way back at the dawn of time I discovered we had a war plan for war with the UK until WWII. In the 80's I helped draft contingency plans and found FEMA in many. Most of the 'internment camp' plans listed are from these early schemes to deal with mass biologic contamination and quarantines, not martial law. Just because a plan exists does not mean anyone really expects them to be ever executed.

JOMV, do yoou really think that in case of quarantine or natural disaster, the best thing is to take the citizens to enclosed zones out of cities?

If there is a disease spreading, it is really difficult to isolate it, so the best thing is to habilitate more hospital, campaign hospitals are what we have in Spain for emergencies, not FEMA camps.

If there is a natural disaster, like the one we has in Lorca-Spain earthquake on may-11th, the best thig is to habilitate an open zone for camping in safe zone. People could enter and exit without problems, I mean. That's the key.
