House GOP leaders extended what is normally a 15-minute roll call by 23 additional minutes in order to persuade 10 Republicans to switch their votes to no and derail a provision would have prevented authorities from using the USA Patriot Act to demand information on book buyers and library users. The proposal had drawn a veto threat from the White House. Critics contend that it threatens to let the government snoop into the reading habits of innocent Americans, and that even without it, investigators can get bookstore, library and other records simply by obtaining subpoenas or search warrants if a judge agrees the items are relevant to a case.
The House vote came amid Bush administration warnings of an increased risk of attacks this summer and fall because terrorists may try to disrupt the November's elections. The House has voted before to block portions of the nearly 3-year-old law, but Congress has never succeeded in rolling back any of it. Yet neither has Bush succeeded to expand its powers.
