If it was not the district's responsibility from the get go, who was to be held accountable?

It is not at all unusual for teachers who are caught molesting students to leave and simply go to work at another school district and unions will spend thousands to protect molesters and keep them in the schools.
So, my question is, if the school administration wants to fire the molester and the union keeps the molester in the school, can the union be sued? The answer is, no.
