Both. Like in my example. If I burn down your house, kill your child, and then start rebuilding your house. If the framing gets completed, that is moving forward on the reconsruction, but it is still a failure that the the entire fubar exists, no matter how nice I rebuild your house.

Sure we did. We sent our troops to war, that is certainly going to kill some of them. When weighing the cost/benefit analysis of war, your own casualties are a cost. We have paid a huge cost and received no benefit. Even the neocon idiots like Rumsfield didn't think we would not have casualties.

What the devil does that mean.

You seriously don't understand the meaning of the sentence "the lower violence we are seeing in Iraq is a result of Iraq taking care of their own business." The lower violence in Iraq is because:
1) The Sunni population turned against the islamic extremists who were killing people.
2) Al-Sadr called for a cease fire from the Shia Medhi Army.
3) The Sunni and Shia neighborhoods basically segregated themselves so that the Sunni/Shia killing has decreased.

Notice that all three of these factors have to do with Iraqis handling their own business. Not a single one is the result of "the surge"
