Like all efforts throughout history, Agenda 21 will tend to benefit those at the top at the expense of everyone else. This is not some farfetched conspiracy theory, and power elite influence over world affairs is not a modern phenomena, or even a enlightenment/post-enlightenment phenomena. The only difference is that over time, the power elite's efforts have become less and less transparent, and to some, more and more nefarious.

To put the power elite's efforts in perspective, none provoked war. They have financed war when governments have came to them.

For example, the Rothschild Family financed Hessian mercenaries during the American Revolution. They also placed financial bets on both sides during the Napoleonic Wars.

Jacob Schiff grew up in the same neighborhood as the early Rothschilds. He was not a Rothschild affiliate, nor an agent, but was among the first elite bankers. He financed Japanese war bonds during the Russo-Japanese War. He actually did so partially in revenge for pograms against Russian Jews.

Jay Cooke, an all-American financier, helped finance Union efforts during the Civil War.

August Belmont, an actual Rothschild agent, actually convinced the family to not finance the Confederacy during the Civil War, who many within the family actually sided with.

In the modern world, power elites have largely have influenced governments through special interests. The Rockefeller family founded and financed countless education institutions, and even helped create the framework for what is taught in many institutions. The Rockefeller and Rothschild families both created many think-tanks such as the Council of Foreign Relations, the Brooking Institute, the Cato Institute, as well as many secret alliances such as the Bilderberg Group. They exert tremendous influence upon public policy and on public leadership.
