And since that's a federal crime, I wonder how California keeps CAPTA funding if they promote someone who is clearly guilty of that with respect to Jack McKinley, as a role model for kids in schools...given that kids were Milk's sex-victims...and California has to comply with CAPTA guidelines in order to keep receiving funding. If memory serves CA receives the most CAPTA funds of any state.the Act made it a crime to transport women across state lines "for the purpose of prostitution or debauchery, or for any other immoral purpose." It was that last clause "for any other immoral purpose" — that would prove the most problematic and give rise to concerns that the law enabled the government to legislate morality.
