MOSCOW - Russia's top military officer has threatened to carry out a pre-emptive strike on U.S.-led NATO missile defence facilities in Eastern Europe if Washington goes ahead with its controversial plan to build a missile shield.
President Dmitry Medvedev said last year that Russia will retaliate militarily if it does not reach an agreement with the United States and NATO on the missile defence system.

Chief of General Staff Nikolai Makarov went even further Thursday. "A decision to use destructive force pre-emptively will be taken if the situation worsens," he said at an international conference attended by senior U.S. and NATO officials.

Russian Defence Minister Anatoly Serdyukov also warned on Thursday that talks between Moscow and Washington on the topic are "close to a dead end."

U.S. missile defence plans in Europe have been one of the touchiest subjects in U.S.-Russian relations for years.

Moscow rejects Washington's claim that the missile defence plan is solely to deal with any Iranian missile threat and has voiced fears it will eventually become powerful enough to undermine Russia's nuclear deterrent. Moscow has proposed running the missile shield jointly with NATO, but the alliance has rejected that proposal.

Makarov's statement on Thursday doesn't seem to imply an immediate threat, but aims to put extra pressure on Washington to agree to Russia's demands.

Say what you will, but the Russians WOULD NEVER HAVE MADE SUCH A THREAT TO G W BUSH, and he had already stated, with NO GROVELING,that we were installing a MUCH MORE STRIDENT missile defense than the one Obama "plea grovelled down to"....

Mine has had more than a "smidge" in it, between cleanings. In one case, over 2000 rnds. And it is FAR from "useless"; it's light, compact,ACCURATE,and reliable.

And how many missiles,and launchers, are at EACH LAUNCH SITE?

They threatened to place Iskander missiles in Kaliningrad. Those are considered first strike weapons.

OK, the Russians were threatening to place missiles in Kaliningrad, Russia... their own soil, ostensibly to threaten the United States? The Iskander-E, which has the greater range, is definitely a threat up to about 500 kilometers, but from the proposed staging points east of Poland, they could hardly be considered a threat to the United States.

Anyway, if that's all they have to scare Obama with, then he's even a bigger idiot than I thought. He may have forgotten that he is the Commander-in-Chief of a Navy that is equipped with a large fleet of Ohio-class nuclear submarines, each of which has lots of MIRV'd hydrogen bombs and thermobaric weapons for ready deployment. And those submarines are reputed to be able to go anywhere there's deep water, including under the ice off the northern coast of Russia.... And the Russian submarines?
