Gore's daddy wasn't insulted by Hussein. Gore would not have surrounded himself by neocons. It's pretty safe to say that Gore would not have squandered resources going into the mistaken war in Iraq that has cost us a trillion dollars. Gore also would not have passed the tax cuts that squandered the surplus and ran up trillions more debt.
It would have been a completely different situation.

What "Clinton recession"? In 2001, the economy grew over 3% nominal and over 1% real.
