But what is rational is the concept of adjusting prices to extraneous cost.
We see this is retail stores which raise the prices to cover shoplifting in the neighborhoods where it is rather common.
We see Hospitals charge Insured patients enormous amounts for rooms and services to cover the cost of ZEmergency Room patients who are uninsured and never pay.

What we need do is raise the Minimum Wage for the 80 million unskilled laborers who ARE working, in order to cover the Income Taxes the government does not receive during High Unemployment.

The effect would be that prices would rise, and the GNP would double, raising twice the amount of Taxes colected today.

The $2.3 Trillion Dollars Collected in Taxes would be $4 Trillion, which is exactly the Budget for 2012.
My hypothetical merely conforms to the theory of supply and demand. Why do we need public policy choices that are more complicated than administering our current regime of minimum wage laws are now? In my opinion, that expense should be reserved to means tested welfare.
