Since I thought about this a bit more: Building codes wouldn’t have done much of nothing for New Orleans, most of their damage was yellow mold after the waters left. The flood didn’t care what the building was made of and would have gotten in anyway. Now build codes would have helped a lot on the Mississippi Gulf Coast, like Pass Christian and Bay St Louis, which was leveled.

New orlean has its uniq history, the birth place of our JAZZ music and the preservation of beautiful and old architecture of French Quarter, Garden distric, a streetcar named desire, Tennessee Williams' NO residency...

If the people in New Orleans can't economically justify living in a place where they might be washed away, why should the government work to preserve the city?

MOSCOW, Indiana (AP) -- Thunderstorms in the Midwest led to a drowning in West Virginia and battered parts of Indiana with tornadoes, one of which damaged several homes, authorities said Wednesday.

RC concrete structure is the best structure to resist strong wind. your picture shows just an average concrete structure.

The frame still there, obviously the original structure come with glass windows all around the building and gets blown away from the hurricane. One side of the panel is just a concrete block and there is no steel frame reinforced.
