Bush speech is more about that he finally have reconcile to himself and to America that he is wrong, he is human, that Americans are not stupid and that his dictatorship years are almost over or over. He has accepted that the will of the people, he no longer is insisting the bail out should be pass according to his plans of just handing out a blank check to Paulson. Bush has succumb to the reality and accepted conditions presented by Obama and the Congress of both Democrats and Republicans that require the bail out to include over sight committee, limiting payouts and severance pay to CEOs, regulating where the money goes, and allowing that money to earn equity.

No doubt that a bail out is needed, but it has to be done justifiably and this include all those conditions plus the most important part, an investigation and prosecution of CEOs involve or responsible for this whole mess.
