Then Wilkerson might not have been talking about rendition when he was saying:

He's speculating, the same as anyone else. Hence the "suspicion" qualifier.

Who in the Bush Administration decided what names made the " hit list "?

Since we all know that their definition of " terrorist " and " terrorism " was rather over-reaching, I am sure that this list also contained mistakes.

The rationale(?) behind how these lists were created could be getting to the heart of this matter, but I suspect that it goes beyond that.

Sounds like the program that was not operational got closed down because it was about to become MORE not operational:
