Bush wanted the National Guard to be Federalized (militarize them vs. them doing civil policing and rescue) while the governor did not--she wanted them under state control.
Bush decided not to invite the governor to his tour in LA. She had to reschedule her meeting in Houston and surprise him on the tarmac. In my opinion, this is disrespectful of another elected official because Jr. is having a tizzy fit over the fact that she did not agree with him. (But this disrespect has strategic implications.) He undermines the state authority while at the same time the spin machine goes to work to place blame on the state and the city alone (this will be the major frame and the frame that will support it is that the Feds--including the military, bailed everyone out). Will we now get used to troops (today with their guns down) patrolling American cities? Will this become so commonplace that no one will question it even if there is not an accompanying disaster? Will we mobilize the troops on mere threats? Are we looking more and more like a third world autocracy or is this the calcification of an existing oligarchy? Could this centralization compliment the Wal Martization of America? Should we be centralizing further or attempt to decentralize? Why would Bush want to militarize them and cause problems for the Louisiana governor? Is this just to make her look worse? Is this what has been going on behind the scenes all along, as the New Orleans Mayor inferred this morning? Witness the rewriting of history even while it unfolds. The Bush spin machine is masterful! And Honore'...watch the idolization!

The author of the article cited in my last post obviously does not know much about our laws. Here is a good link to read about it. Very informative.
http://www.homelandsecurity.org/jour...Trebilcock.htm First, Bush does not need Blanco's permission to federalize the National Guard. There are many reasons not to, though. The main one is that the Posse Comitatus Act prohibits the US military from becoming a "national police force" or from "executing the laws." Federalizing the Guard would make them subject to these restrictions. Leaving the Guard in the hands of states is almost always the best course of action. They can then be used like a "state police force." So you see that polcomgem's first sentence "Bush wanted the National Guard to be Federalized (militarize them vs. them doing civil policing and rescue) while the governor did not--she wanted them under state control" is quite wrong in every way. BTW, did you know that Bush also deployed the Coast Guard prior to the storm's arrival?

I heard the same report on radio this morning but don't remember what network. I was busy helping sort and load supplies which are going to the glf coast later this week sos I missed all the morning news shows.
By the way our small Connecticut town which only has one good sized supermarket managed to fill a large truck this weekend, just one size smaller than an 18 wheeler. The owners of the market let our vo;unteer firemen use their lot and people would buy items inside and drop them off. Even our fat mayor a Democrat came by and helped load and stayed the ### out of our way. All of the town's Selectmen joined in and 7 out of 9 are Repubs. Boy scouts helped out and the football team from our regional highschool joined in. Other people drove over to the WallMART two towns over and clothes, toiletries, and shoes were donated. We are too small to have our own WallMART. Yesteday the churches in town put out a call for items so that was added. I am sure that this story is being repeated all over the country especially in small towns. We may be overshadowed by the NEW yORKS and the Bostons but I am proud that our small town did our part.
