I guess i'd have to blame who actually did it as well. It can be fun at times using scapegoats, but with something as big as a terrorist attack I guess blaming the actual perpetrator would be the best solution.

who would they blame? i suspect someone weak enough they could invade. not someone who can kick their as if at all possible. i mean even if they felt it was russia, but russia didnt claim responsibility, they would blame like saudi arabia or something.

Russia has been used as a scape goat for way too long and the American people are tired of it. So like you said, they'd tack the blame on a country that is pretty much defenseless and could use some good old corporate capitalism.
