Default Abolish Selective Service System to favor funding for Dept. of Peace?
I think this would work. The US Military is only volunteer. A Dept. of Peace could reduce the chances for war.

Diplomatic ties are maintained via the Department of State. A Department of Peace would be like The Redundancy Department of Redundancy
