Cluster bombs are esstential part of any military worth anything. Obviously Naitons that cant afford them would wont to ban them.

Ahhh, and there's the rub. Who is to decide who the despots and oligarchies are? The United States only? That's not going to happen. Russia, China, and other nations have different ideas about who the despots are. Are we going to enforce our view on the whole world? We already tried that.
