It is not hypocritical if we have a double standard. Some nations are allowed to have weapons, and some are not. Despots and oligarchies have no rights.

But the bulk of our spending is not on nukes. It is on conventional weapons to be used against conventional targets.

Cluster bombs are esstential part of any military worth anything. Obviously Naitons that cant afford them would wont to ban them.

Edit: "DU" refers to Depleted Uranium, not Democratic Underground, which is also incredibly dense.

Ahhh, and there's the rub. Who is to decide who the despots and oligarchies are? The United States only? That's not going to happen. Russia, China, and other nations have different ideas about who the despots are. Are we going to enforce our view on the whole world? We already tried that.
