You are aware that the US achieved it's "democracy" through terrorism? Or are you saying that once government oppression is defeated globally there will be no more need for terrorism? If that is the case I must inform you that there are also oppressive "democracies" ( I use the word in quotes because it's meaning has been butchered) like the aforementioned Russia.

From what I have seen on here, the Russians like their government the way it is. If so, how is it oppressive?

It may be overbearing to us, but the Russians themselves don't seem to be all that annoyed with it, and the Russian masses technically still have legal control over their government.

actually harm would be done because, trying to negotiate, in the eyes of the Middle Eastern guerrila armies and those type negotiation is done when one side doesnt want to fight at all or when one side is losing and either way it makes America look weak in the eyes of the Taliban warlords and look weak is the last thing we need to do right now
