Icon18 College affordability

With the average annual tuition of private colleges and universities in the USA rising above $30K in 2006 according to CNN, more and more students are turning to public schools for their higher education, however, many middle class families can still not afford to put their kids through college, especially if there are no public schools with the student's chosen major in the state(such as in my case).

My question to you: What is the best plan to make college more affordable? Which candidate in the 2008 presidential race has the best plan?

I feel that Barack obama has a very good plan, a tax credit that would amongst other things covers 2/3 of the average public college tuition and 100% of the average community college tuition, but his website doesnt specify if the state or community college you attend has to be in your state. I worry about this because for undergraduate school there are many state schools with my major within my state but for graduate school its not the case.
