while from my distant vantage on the right coast, it does appear ray "chocolate city" nagin seems incompetent and a terrible communicator, you indicate he is corrupt. what charges of corruption have been levied against him?

he personally has not been charged w/ anything. all the people around him have, including his old attorney general (almost equivalent in power to the mayor in this city). you would think somewhere he was also involved.

i will report back later b/c i have to run.

The rating you mention is not for the DEMOCRAT congress. It's for CONGRESS, which -- at the moment -- includes democrats and republicans. It is widely acknowledged that there will be FAR FEWER of the republicans as of January.

Each individual congressman gets high ratings from his own constituents. It's congress as a whole that gets bad ratings.

What you really have to look at however is that all blocs predominantly focus on themes rather than policy. Unless things really go to hell, people will support a politician who pays lip service to the themes the people voting like... independent of party.

Looking at Detroit. We've had our share of corrupt black Democratic candidates that continuously beat... other black Democrats who are not as corrupt (or at least do not have a record of such).
The term "black" doesn't really mean black in this context. Corrupt Kwame's opponent was as black as he was. The problem...
He was believed to be a force for suburban interests.

In Detroit there is conflict between people with suburban interest who most inner city residents view as an outside paternalistic influence... and urban interests.
This is mostly a theme rather than a policy, but it's easy to see why this is so contentious. If you thought a politician was standing for the interests of outsiders over yours... would you vote for him? A corrupt person working for you is better than a clean person working for outside interests...
True, the whole campaign is smoke and mirrors... but the theme sticks.

And it sticks just the same with most groups. Let's face it.
Most people who vote on party lines are voting for themes, not policies.
McCain and Obama are both campaigning on themes. The partisans and independents alike will vote based on them.

In areas where racial polarization is normal... the product of intense past racism and segregation, it is to be expected that politics on race will be a theme.
To claim that it is somehow different than other themes is ignorant. It's the same (*)(*)(*)(*), different toilet.

It would be nice if people weren't so caught up in themes, but they are. It's not just blacks. It's not just Democrats. It's most of the population.
