The Dems have basically concended terrorism, the death penalty, 2nd Amendment and other issues to the GOP, us Republicans haven't conceded a (*)(*)(*)(*) thing.

I think the Congress low apporval ratings will even out the election but it won't hurt Obama a lot.

Who doubts that if congress's approval rathing was at 80% we would be hearing that it is mandate for the DEMOCRAT congress?

It would be evidence that congress was aggressively pushing policy people agreed with... to an insane level (even when people like congress overall, it's nowhere near that much).
Then we'd have to look at what was passed. If they were Democratic policies, then yes.

Currently people either hate congress because they are Republicans or because the Democrats are not living up to their promises.
Those in the latter category are the ones who matter in this case (as Republicans will always hate a Democratic congress). Why would failure of Democrats to live up to their promises make people want the party that plans to actively oppose those promises?

The hits are already beginning. Obama is down in almost every key state. Operation Chaos is succeeding. Bill still hates him, America is starting to eat his crow. He's a fake, a phoney and has racist supporters.

Will the 9% matter. It should. But, Obama is already unpopular enough that he will be gone soon enough.
