I'm afraid you're wrong. McCain really did say:

You obviously don't know about the raid on the Social Security. Congressmen and Senators take the surplus from the Social security and uses it to fund unrelated projects, porkbarrel spending, and basically leave IOUs. that is why Social Security is stuck in the situation it is now.
