You obviously don't know about the raid on the Social Security. Congressmen and Senators take the surplus from the Social security and uses it to fund unrelated projects, porkbarrel spending, and basically leave IOUs. that is why Social Security is stuck in the situation it is now.

And that is why McCain takes his Social Security. Because if he didn't the funds would,d not stay in the Social Security they would be used by some other congressman to fund some stupid project. If you are curious about how this works you can read about it in Newt Gingrich's Real Change
