I presume that you are referring to the results of the Geneva Convention for management of prisoners. There are several Geneva Accords, most notably the ones that ended the Viet Nam war and the proposal for peace between Israel and Palestine.

As a signatory to the Geneva Convention, The US strives to comply. Compliance, however, like beauty, is in the eye of the beholder. The Geneva Accords set the tone, but not the policy, for compliance. For example, waterboarding is not specifically prohibited. For some, it does not violate the words, but for others, it does. For some countries, imprisonment, hard labor, and reduced rations does not constitute violation, for other countries, it does. For some, daily beatings in order to discourage mutiny and escape does not constitute violation, or other countries, it does.

Because the Geneva Accords have no reasonable recourse for non-compliance, there is no incentive for further definition. What is unassailable, though, is the supposition that the United States has consistently maintained the most humane standards for management and treatment of captured personnel in the history of the world. Given that there is no concrete definition, however, there will always be a bone of contention. Does waterboading violate the rules? Does solitary confinement? Does forcing prisoners to eat Western food constitute a violation (we'll leave any discussion of McDonalds hamburgers for another time)? Does beatings if prisoners talk to each other constitute a violation? It's all in the eye of the beholder.

So .. the answer is .. "we try"... but we will never make everybody happy. Those who will use our compliance as a political weapon will never be satisfied because it is not in THEIR best interest to do so.

If Russia attacks Poland or the Czech Republic Russia will start a war with NATO, we are part of NATO.

If Russia attacks us, we are at war.
