Obama wants to talk to sovereign leaders, not the thugs making bomb plots.
It works out well to talk to enemies as it sets down explicitly what the conditions are we expect, what the conditions are they want, what if anything we are willing to allow, what conditions we require for that, what they are willing to do that we want, and what the consequences will be when the leaders in question step over the line or fail to meet our minimum requirements.
That is what is referred to as realistic foreign policy... as opposed to paranoid half-baked hawkish foreign policy... which accomplishes nothing but escalation of hostilities and diminished control of such things as national security and terrorism...
