Default Tax Cuts

If President Clinton cut taxes, and President Bush repealed that tax cut, would it be fair to say that Bush was raising taxes?

No, it wouldn't be fair to say or even true to say....

But it would still SEEM that way to everyone affected by the repealed tax cut...

If president Clinton borrowed hundreds of billions of dollars from japan and china and give each one of us $300 with the implicit understanding that we and our children will eventually have to pay the debt back to japan and china with hefty interest - would it be fair to say that we all got a tax cut?

If president Reagan cut taxes and then was forced to raised taxes - is it fair to use his example as a proof that tax cuts work and should be made permanent?

Default I'm arguing...

...this with someone else, and just wanted some input.

If President A cuts taxes, how is it not a tax hike if President B repeals said tax cut? It's not like we have a rate set in stone that everything revolves around or anything.

"Repealing the tax cut" just seems like a nicer way of saying "raising your taxes." The effect is the same.
