Obama said he would send more troops to Afghanistan which means a "surge". I think his political negotiations will be just as important though.

But there's no evidence the Iraq "surge" did much. Most analysts say the Shiite "ethnic cleansing" did more, plus the Iraqi parliament did not toe the line on the bu$hevik oil grab(which was a good thing).
