There is a plan, obviously it is deficient, and the coalition has a responsibility to work with the Iraqi people to do more.

There are other non-profit relief organizations working to bring aid to the people of Iraq.

This is the amended plan for reconstruction; but I am underwhelmed by a plan that dumps money into an Iraqi "ministry of displacement."

There's no evidence that they'll return at all. There's no evidence the Neocons will ever create a stable democracy. And there's certainly no evidence that the majority of doctors and other professionals who left will ever return.

I guess "winning hearts and minds" really was a meaningless bumpersticker slogan.

When Paul Bremer and Donald Rumsfeld purged all the Military and Ba'athist workers which included most of the professionals it left Iraq without many of it's experienced occupations. It was also the main reason for the insurgent.
