All users can give reputation, except really new members or ones with bad reputation. By default you can't see which user gave you the comment, unless they chose to write their name in the comment.

So you go to your favorite forum/category and find a thread you might find interesting. You click on it and begin reading. Suddenly you read a post where you just love what is said... you want to give the writer/author a high five. Here's what you do...
At the top of their post is a blue border. On the left corner, it tells you when the post was made with a date and time stamp which is automatically generated by the board's software. On the right hand side of the dark blue border, you'll find the number of that post as it is entered in the thread. (The Original post/thread starter is post #1, etc...) Next, you'll see what looks like a set of scales. When you click on it, you'll get a small screen that let's you choose to give points (I approve) or take them away (I disagree) and there's a space where you can give comments anonymously. If you choose to GIVE points, you don't have to give comments unless you want to. If you take points away, you MUST give comments... but it's still anonymous to other users.
