Can I ask why the feature was added that it quotes by default?
It would be good if the quoting was an option but it's just plain annoying when I have to go to all the trouble of deleting the quote every time I want to reply to anyone.

There is a "Quote" button on each post in case you want to quote it, but if you just want to reply to the thread you need to use the "Post Reply" button at the bottom of the thread page. That will give you a blank box to post with and this is the default. The "Quote" is an added feature so you don't have to do a bunch of work to quote someone. I believe that the placement of these buttons where they are makes sense too, but maybe you didn't notice the "Post Reply" at the bottom.

I just tested, I went to my PM inbox, pressed post reply and I got the quote in my message. I assume that my post wasn't clear enough and you thought I was refering to the general posting. Sorry for the confusion
