Because, if that's the rule, I'll be sure to help point out when I notice more than one topic, because it seems to be inconsistently enforced.

It's more of a guideline, and it rather depends on the time frame and the specificity of the topic. It most often comes into play when three people start threads on the same breaking news; there's no reason to have three separate threads, and it dilutes the discussion.

But there's no problem with having three separate threads titled "Bush (or Obama) is an idiot".
