AS far as the rep situation is concerned, people now have the option of using it or abstaining from using it. They also have he option of signing or not signing.

That sure sounds like the maximum freedom of choice to me.

My goodness, I'm almost starting to sound like a libertarian these days........

Not so. Now, if you give someone a neg rep you are accused of harassing him.

Nooo...if someone neg reps me and doesn't leave their name, how am I to return the favour and neg rep them back?

Neg reps?

Calling someone names (calling them a racial slur) anonymously is harrassment. It's not the only way someone can harrass, but I think most people would agree on this. People who come here to express ideas aren't expecting this type of behavior for expressing them.

No, neg reps doesn't constitute harrassment. Using the rep system to do on the sly what you couldn't get away with in the open is.
