Actually it is "meant to shove insults without accountability", since it was decided by the powers-at-be than neg-reps should not have the poster's name attached to it.

It might be a software issue. But if the mods can tell who posted a "rep," then I would assume there must be SOME way to do it.

Frankly, if someone neg reps me and puts someone else's name on there, unless I respond to that person and he/she says he/she never neg repped me, how would I ever know I was fraudulently neg repped?

I don't like them myself.
I've given out two neg reps... and only because it was funny in context.

I like the positive reps because they keep us from having too many redundant "Good post!" posts... but if there's a reason to be negative, I'd assume there's an argument to be had.
