Default Civil Rights v. Human Rights

I noticed that the site has two forums, one human rights and the other one civil rights. Based on my undertanding of the terms, they are synonomous. Why are there two forums?

They're not the same, although they do overlap.
Civil rights have more to do with a citizens' rights, generally referring to political power. Freedoms of speech, privacy, etc.
Human rights are based more on humanity.

The general difference you'll see is that within the country we talk about "civil rights". Intimidation of voters, spurious arrests, a poorly pulled off trial- all civil rights issues.
Usually when we talk about human rights we're usually talking about another country, often a dictatorship or third world country. Torture, genocide, extreme stratification- those are human rights issues.

In 1948, a declaration of human rights was Adopted and proclaimed by General Assembly resolution 217 A (III) of 10 December 1948

The Civil Rights act of 1964 signed by Johnson. Granted rights to blacks that they had not had. This act was not considered Human Rights.
