They can plan all they want, but it will not come to fruition until the violence stops. Why build all this stuff if there is going to be no tourist trade. Lebanon used to be a wonderful place, tourism, hotels, hard rock cafe, now look at it.

cutting off all foreign aid is off the deep end, it's not even realistically on the table. each situation is probably different and would need to be evaluated on a case by case basis.

I disagree with direct foreign aid via governments. I would be fine with the government taxing citizens, and then giving the money to trustworthy and effective NGO's. I also think more foreign aid needs to be put into local peace advocating NGO's in nations that suffer from war or oppression. Until the violence and corruption have ceased, there is little point trying to encourage economic growth.

Education is vital for the progression of peace and government transparency, but again it is difficult to advance education in countries with military governments or dictators.

i say we set a cap on the amount we give.
we'll give you 'x' amount as long you can prove its being used efficiently.
the only way we'll go over 'x' amount,
is if you sign your nation over to us for rebuilding,
and become a temporary American province.
we collect a certain % of GDP,
and leave them with a country much better off than they had before.
maybe we shouldnt run away from 'nation-building'
we should maybe be 'nation-builders for hire'.


but seriously,
what is chuck hagel doing as a sponsor for obamas bill?

I have 2 points to make on this

1) The US economy is supposed to be in the tank, if this is the case who in their right mind is going to allocate more money to foreign aid? It make no sense

2) We have a large contingent here that is against the US interfering with foreign nations, what is foregin aid, sound like intervention to me. The point is if a nation is continaully in conflict their will not be a chance of industry, tourist trade, jobs for the people. So in essence we are making the nations dependent on foreign aid.
