AFAIK, there is no regulation, in existence or proposed, which would stop any federal, state or local agency from employing analysis techniques to identify gun powder. And I'm not aware of any NRA position which suggests there should be.
The NRA opposed the Clinton/Reno administration's attempt to place an exorbitant tax on primers. By taking a box of shotgun shells to $50 per (by taxing the primers), only wealthy hunters... and gang members would have been able to afford them. But I've heard nothing about powder identification.
The NRA does oppose unreasonable restrictions and excessive taxes on powder, because a great many shooters (including myself) tend to handload their own rounds.
