Bear in mind that there was no Department of Homeland Security back then. The FBI, CIA, NSA, et al were not working together nor on the same page in the intelligence community. Plus what did the Bush Administration have to go on besides the usual "there might be a terrorist attack sometime soon" warnings, which I'm sure that the government gets every day? They had no one to catch red-handed like the guy in Colorado recently, who had bomb-making stuff in his car with him when they caught him. Unless you mind explaining to me how you can tell a person's intentions as they board a plane; are they going to hijack it or not? If you can tell right away, take that knowledge of yours and multiply it by tens of thousands of people that board flights every day.

The point is that operating on assumptions and speculations doesn't get you very far. Just like Hurricane Katrina; nobody really knew for sure where it was going to hit until the very last few hours or so. It's easier to blame than it is to use common sense when it comes to trying to figure out why somebody couldn't predict the unpredictable.

it is quite true that an engaged bush, a president who actually took the time to listen to what the anti-terrorism experts were saying, may not have been able to prevent the 911 tragedy
but then it is also a reasonable possibility that an engaged president would have listened and acted in a way to pre-empt such a terrorist act ...
what we do know is that we had an incurious president who preferred to remain ignorant, despite the pleas to listen from those experts who believed an attack was imminent. that character flaw, that predisposition to do nothing, should not be used to excuse his weak, incompetent administration
