I think we should first establish the "who" we are talking about. If the "we" are the convicted murderers on death row, where DNA testing would have no effect, then I disagree on a moratorium. If we are debating the cases where there are no eye witnesses, and simply circumstantial evidence then after reviewing the cases, a communed sentence might be justifiable.
