Because for more than 40 years the US has held an economic embargo over Cuba. Along with this embargo the US has installed the Helms-Burton Act.

Cubans aren't considered illegal aliens. Have you not heard of the Cuban Adjustment Act?

Well if they are caught before they reach American soil (real American soil and not Guantanamo) they are shipped back to Cuba.
