Why do you believe what you do? Some economies solve for a natural rate of unemployment by requiring a work ethic; they have been termed, Communist.
Our Founding Fathers already gave us our form of federal government and a supreme law of the land that recognizes natural rights.

Nope just take away all benefits when there is an unemployment rate in a certain region. People are more willing to do when they have a choice of work or starve..

Welfare payments and unemployment benefits are not a constitutional guarantee. General welfare does not mean welfare checks. And if that were the case it would have started out that way.

Providing for the general welfare of the United States is a Constitutional guarantee. Bearing true witness to our own laws is also supposed to be a guarantee.
We have already been paying for a war on poverty for over thirty years.
Why not actually solve the problem via Commerce that can generate tax revenue to defray the cost of government?

The constitution was written more then 200 years ago. Welfare started in the last 100.
General welfare means keep them safe. total welfare is what many have in the US.

Providing for the general welfare could mean actually solving official poverty in modern times with modern economics, instead of merely paying for a War on Poverty for over thirty years, and which will never actually solve official poverty in our republic.

You would have to be specific about this "market-friendly" phantom visa.
There are already work visas available. They are limited for a reason.
If you had your way, we would all be making minimum wage.
