From your link; According to the rules and procedures voter registration organizations are supposed to abide by, set forth by the Secretary of State's Office, it is required that the third-party organization tell the applicant to contact their county clerk if they do not received any communication regarding their voter registration after several weeks. From the beginning, the New Georgia Project has complained that applicants they registered several months ago have not made it onto the voter rolls and are not on the pending lists and that the Secretary of State has had months to process their applications. If that is true, than the potential voter has also had months to contact their county clerk, that is if they were told to do so by the New Georgia Project canvasser in the first place.
Corpses can't call in, and Illegal Aliens dont want to risk it. Legitimate voters arent registering with this third party.

For those here who are less than thrilled about using al Jazeera as a source, there have been multiple articles and background in the Atlanta Journal-Constitution. And, yes, I do believe our state Republicans in high office are dragging their feet over it, because they know well that a very high percentage of those 85,000 who registered to vote will be voting for Democrats in the November election. Statewide (like for governor or U.S. Senate), those vote could easily tip the election into the "D" camp. And that scares the crap out of them.
