Your family lineage determines what you are, skin color is relevant but also not the final answer. Can a full blooded Japanese man claim he is a black african? NO, but he can claim to be African if he is born in Africa and grew up in Africa. Can a full blooded Irishman claim he is Asian? NO.

Racial identity can not be changed just because you cosmetically change the way you look.
